AI risk analysis

Summary
A privilege escalation flaw in SUSE Rancher Fleet allows an ordinary user to associate a Fleet Cluster object with administrative kubeconfig secrets from the management cluster, causing the controller to execute privileged Fleet content on the management cluster under that user's authority.
Exploitability
Exploitation requires the attacker to have namespace-scoped permissions to create or modify Fleet Cluster objects and access to an administrative kubeconfig secret in the same namespace or a shared namespace; it is not trivial but feasible for compromised or low-privilege accounts with write access to Fleet resources.
Blast radius
Successful exploitation grants attackers full administrative control over the management cluster, enabling lateral movement, data exfiltration, and persistent compromise of the entire Rancher environment.
Detection
Monitor for Fleet Cluster objects referencing secrets outside their namespace or with cluster-admin-level credentials; inspect API server audit logs for 'fleet.cattle.io/cluster' resource updates that associate a Cluster with a secret not owned by the creating user or containing elevated RBAC bindings.
Prioritized remediation
Upgrade to SUSE Rancher Fleet 0.16.4, 0.15.9, 0.14.13, or 0.13.18 (or later) to apply the vendor-provided fix that restricts kubeconfig secret references.

NVD description

SUSE Rancher Fleet clusters reference a kubeconfig secret that the controller uses to install and manage a Fleet agent on the target cluster. The controller did not sufficiently restrict which kubeconfig secrets a Fleet Cluster object was allowed to reference. As a result, a Fleet cluster defined in a namespace an ordinary user controls could be associated with administrative credentials for the management cluster itself, causing the controller to manage the management cluster on that user's behalf and to run that user's Fleet content there with elevated privileges. This affects SUSE Rancher Fleet 0.16.0 up to 0.16.3, 0.15.0 up to 0.15.8, 0.14.0 up to 0.14.12, 0.13.0 up to 0.13.17 and possible older versions.
